Smoke-Damaged Clothes After a Fire: Cleaning and Insurance Claims in Singapore
Clothes, curtains, bedding and leather caught in smoke from a fire, in your own flat or a neighbour’s, can be professionally cleaned, and the cost is claimed on a home contents policy, not on the HDB fire insurance. The HDB scheme covers the flat’s structure and the fittings HDB provided; your belongings are contents.
What the insurer needs from the cleaner is a price, item by item, before the work starts. Rosabelle Launderette gives you that quote to send for approval, and once it is approved we can bill the insurer directly.
Does insurance pay for cleaning smoke-damaged clothes in Singapore?
It depends on which policy you are looking at. HDB fire insurance covers the cost of reinstating the internal structures, fixtures and areas built and provided by HDB. It does not cover home contents, which the CPF Board lists as furniture, renovations and personal belongings. Clothes, curtains, bedding, bags and shoes are all contents.
Contents are covered by a separate home contents policy, which the CPF Board recommends taking out for that reason. Whether that policy pays for professional cleaning after smoke damage, and up to what limit, is set by its own wording. Read the policy or ask the insurer before any work starts, so the cleaning you approve is the cleaning they will pay for.
What if the fire was in a neighbour’s flat?
Smoke travels through windows, doors and corridors, so a flat that never saw a flame can still have every wardrobe affected. Etiqa, HDB’s appointed fire insurer since 16 August 2024, states that the HDB scheme includes an extension for fires in adjoining properties. That extension still covers only the building, the structures and the HDB fittings. Your own belongings go back to your own home contents policy.
If your neighbour holds a home policy with personal liability cover, MSIG notes that you may be able to claim from their insurer. Who is liable for a fire is a question for you, your neighbour and the insurers involved, and not one a cleaner can answer. What we can give you is the same itemised quote, whichever insurer ends up handling it.
What does an insurer need from the cleaner?
A price for each item, before anything is cleaned. Rosabelle Launderette assesses every piece and gives you a written quote that lists each one with its own price. You send it to your insurer or loss adjuster, and nothing starts until the quote has been approved and you have said yes.
Once it is approved, we can bill the insurer directly instead of you paying first and claiming the money back. Agree that arrangement with your insurer when you send them the quote.
Two things on your side help the claim. Photograph the affected rooms and belongings as you found them, before anything is moved, and check with the insurer before you throw anything away. A piece that has been discarded can no longer be assessed.
How are smoke and soot removed from clothes?
Soot and smoke odour are two different problems on the same garment. Soot is a fine, oily residue that sits on the surface of the fabric; odour works into the fibre itself. Each piece goes through four stages, and the second and third are decided for that piece alone.
-
Loose soot lifted off dry
Before any liquid touches the garment. Wet soot spreads, and once it is worked into the weave it becomes a stain rather than a deposit.
-
Cleaning method chosen for the item
Wet cleaning or dry cleaning, depending on the fibre, the dye and the care label. It is the same judgement described in our guide to wet cleaning and dry cleaning. Leather, bags and shoes go to our leather process, which is cleaning only, with reconditioning; we do not recolour or refinish.
-
Dedicated deodorising treatment
A separate step aimed at the odour in the fibre. Cleaning removes the residue, but it does not reliably remove the smell, so the two are treated apart.
-
Repeated rounds where needed
Each piece is checked after a round. Where the soot or the odour is still there, it goes through another, the same way we approach heavy stain work.
The same applies to curtains and bedding, which hold smoke more than anything else in a room because of their surface area. If the curtains are still on their tracks, our take-down and rehanging service collects them from your home and puts them back up afterwards.
What do we check on each smoke-damaged piece?
Two garments from the same wardrobe can need quite different work. These are the factors that decide the quote and the timeline for each one.
| Factor | What we check | Why it matters |
|---|---|---|
| Soot load | Whether the soot is loose on the surface or already ground into the fabric. | Ground-in soot behaves like a stain and takes longer to clear. |
| Fibre and dye | What the piece is made of and how its colour holds. | This decides between wet cleaning and dry cleaning, and how much treatment the piece can take. |
| Construction and trims | Linings, beading, prints, glued parts, leather trims. | Each one limits what the whole garment can go through. |
| Heat exposure | Scorching, melting or shrinkage near the fire. | Heat damage is a change in the material itself, not soiling, so it is assessed apart from the smoke. |
| Water from firefighting | Whether the piece was soaked and how long it stayed wet. | In Singapore’s humidity, a damp garment left too long risks mould on top of the smoke. |
How long does smoke damage cleaning take, and what does it cost?
Two weeks and upwards. Soot removal, cleaning and deodorising are separate stages, and some pieces need more than one round. Every item is priced on inspection, because the factors above vary too much for a published rate. The price and the timeline are agreed with you, and with the insurer if they are paying, before any work starts. We can also collect from your home, which helps when the flat is not fit to stay in.
The honest note
Can smoke smell be completely removed from clothes?
Not always. We do our best, but many factors will affect the outcome. What burned, how long the garment sat in the smoke, and what it is made of all change the result. Scorching or melting from the fire is a change in the material itself, not soiling. Complete removal is possible on some garments but cannot be guaranteed. The quote reflects what we see when we assess the piece.
What do people get wrong about smoke-damaged clothes and insurance?
- “HDB fire insurance covers my belongings.” It covers the flat’s structure and HDB fittings. Clothes and soft furnishings need a home contents policy.
- “If the fire was next door, their insurance pays for my clothes.” Your own contents policy is the starting point. A neighbour’s liability cover may or may not come into it.
- “Washing everything at home first will save time.” Water on loose soot spreads it into the weave. That is why we lift it off dry first.
- “Airing it out will get rid of the smell.” Airing lifts some surface odour. It does not remove the soot residue holding the rest.

Questions about smoke damage and insurance
Does home insurance cover smoke damage to clothes in Singapore?
Clothes, curtains, bedding and other belongings count as home contents, so any claim for cleaning them goes on a home contents policy, not on the HDB fire insurance. Whether smoke damage and professional cleaning are covered, and up to what limit, depends on the wording of your own policy, so ask your insurer before work starts. Rosabelle Launderette gives an itemised quote per item that you can send to the insurer for approval.
Does HDB fire insurance cover smoke damage to my belongings?
No. According to the CPF Board, the HDB Fire Insurance Scheme covers the cost of reinstating the internal structures, fixtures and areas built and provided by HDB, and does not cover home contents such as furniture, renovations and personal belongings. Smoke-damaged clothes and soft furnishings fall under a separate home contents policy, if you have one.
My neighbour’s flat caught fire and the smoke damaged my things. Who pays for the cleaning?
Start with your own home contents policy, because that is the policy that covers your belongings. Etiqa, HDB’s appointed fire insurer, says the HDB scheme extends to fires in adjoining properties, but only for the flat’s structure and HDB fittings, not your contents. If your neighbour holds a home policy with personal liability cover, their insurer may also be involved; whether they are liable is a matter between you, them and the insurers.
Can a dry cleaner remove smoke smell from clothes?
Smoke leaves fine, oily soot on the surface of the fabric and odour that works into the fibre, so the soot has to be lifted off before cleaning and the odour treated as a separate step. At Rosabelle Launderette each piece gets the cleaning method suited to its fibre and label, a dedicated deodorising treatment, and further rounds where the first is not enough. How much odour comes out depends on the fibre, what burned and how long the piece sat in the smoke. Complete removal is possible on some garments but cannot be guaranteed.
Can you bill my insurance company directly for smoke damage cleaning?
Yes. Rosabelle Launderette gives you an itemised quote before any work starts, which you send to your insurer or loss adjuster for approval. Once it is approved, we can bill the insurer directly instead of you paying first. Nothing is cleaned until the quote has been agreed.
